President Macky Sall's candidacy for UN Secretary-General rests on a rare demand: to answer for execution before answering for announcement. Each year the General Assembly adopts texts that command broad agreement; a share of them comes to nothing. This gap between the vote and the result erodes, one mandate after another, the credibility of multilateralism.

The lesson of an unimplemented text. A member state that sees its concerns written into a resolution, then set aside, forms a lasting conviction: the Organization's word does not bind it. That conviction costs more than silence, for it spreads from one file to the next and comes to govern how capitals regard the institution. President Macky Sall proposes to reverse the demonstration: fewer texts, more reporting, a public account of what has actually been accomplished.

One hundred and ninety-three member states, one Charter. A small island state and a permanent member of the Security Council proceed from the same founding text. To verify that this equality holds in fact remains the most honest measure of the United Nations. President Macky Sall defends a Secretariat answerable to the whole membership, attentive to the most modest as to the most powerful, faithful to the same language in every capital. Impartiality there governs the mediating capacity of the office.

Three linked commitments. The vision statement filed with the Organization in March 2026 sets their terms. An impartial Organization, first. A diplomacy of prevention, second: every major crisis of the past decade came with warning, and the belated response cost more for a lesser result. Development finance equal to the need, third: a state that spends more on servicing its debt than on its schools and clinics assembles the conditions of a coming instability.

The authority of experience. These commitments proceed from a record: twelve years at the head of a state, the chairmanship of the African Union in 2022, the conduct, on behalf of a continent, of the negotiations opened by the food, health and energy crises. From this, the proposals take the form of obligations.
