Submitted to the United Nations in March 2026, the vision "Renewing Multilateralism for a Better World" is presented on the campaign website in three acts, one pillar a week. Act one sets out the principle that President Macky Sall has made the foundation of his candidacy for Secretary-General: there is no peace without development.
Two billion people now live in areas affected by conflict. For President Macky Sall, peace is built beyond the military response, in schools, hospitals and markets. Instability advances where the state retreats, because public services that work deprive violence of its recruits.
Pillar I makes prevention the Organization's first priority. In practical terms, the vision proposes to integrate socio-economic indicators into early warning systems. Youth unemployment and food insecurity often signal crises before weapons do, as does exclusion from basic services, and detecting them early leaves time to act.
Prevention of this kind requires better coordination within the UN system. Peace operations must work with development agencies and humanitarian actors, around shared objectives. Pillar I also recognises an enhanced operational role for regional organisations, starting with the African Union. Their knowledge of the terrain calls for clear mandates and predictable funding.
On terrorism, President Macky Sall advocates a global approach that links security to development and social cohesion. The security response remains necessary. It must go hand in hand with action on root causes and with reintegration programmes that pull young people away from extremist networks.
In 2014, President Macky Sall founded the Dakar International Forum on Peace and Security, now a leading venue for strategic dialogue in Africa. He has also chaired ECOWAS and led several African mediations. His career reflects a consistent method: prevent and hold dialogue, then rebuild.
